इस विनोदपूर्ण एवं अत्यन्त प्रिय श्लोक में चाणक्य घोषित करते हैं कि सच्ची श्रेष्ठता मनुष्य के गुणों से उपजती है, ऊँचे आसन या पदवी से नहीं। वे इसे एक सजीव चित्र से सिद्ध करते हैं — भव्य महल की चोटी पर बैठा कौआ बलशाली गरुड़ नहीं बन जाता। यह पद से ऊपर योग्यता की एक कालजयी शिक्षा है, और मात्र पद पर आधारित अहंकार के प्रति एक कोमल भर्त्सना है।

In this verse he insists that virtues alone confer greatness, and ridicules empty pride with an unforgettable picture — a crow on a palace turret that is still a crow and no Garuda — teaching that true elevation is of character, not of seat.

अर्थ:मनुष्य अपने गुणों से श्रेष्ठता को प्राप्त करता है, केवल ऊँचे आसन पर बैठ जाने से नहीं। भले ही वह राजमहल की चोटी पर जा बैठे, क्या कौआ इससे गरुड़ बन जाता है? चाणक्य सिखाते हैं कि पद और ऊँचे आसन सच्चा मूल्य नहीं देते — वह तो केवल मनुष्य के गुण एवं चरित्र से ही प्राप्त होता है।
